(纽约—多伦多—斯德哥尔摩2008年7月21日)距北京奥运会开幕不足三周,中国当局重新收监笔会会员、前政治犯、作家杜导斌,并正式逮捕作家兼维权人士黄琦。国内外笔会谴责这些行动,并呼吁国际社会向中国政府施压,以终止这种“对言论自由的公然打压”。
独立中文笔会会员、作家杜导斌,今天在他供职的湖北省应城市医疗改革办公室被捕。随后,孝感市和应城市公安局多达八名警察搜查了他的家,并抄走电脑和手稿,包括四年多前杜被拘留时外界写给他家人的信件。2004年6月11日,杜导斌因其26篇文章中175个字的内容被定为“煽动颠覆国家政权罪”,并判处有期徒刑三年,缓刑四年,剥夺政治权利二年。他在当时获释前已被关押了7个半月。
除了物品扣押清单以外,警方并未出示任何逮捕杜导斌的正式文件,只宣布他被收监以服完剩余的两年四个半月刑期,明确被指违反缓刑期相关规定,在网上发表了100多篇文章,未经警方许可离开本地、接待访客等。杜导斌目前下落不明。
在杜导斌被捕前有消息说,2008年6月10日被拘留的天网人权活动中心负责人、维权人士、作家黄琦已遭正式逮捕。7月18日,他家人去成都公安局武侯分局打听有关他现状的消息,得知他以“非法持有国家秘密”被正式逮捕。黄琦在成都市看守所被关押禁见,并基于案件涉及“国家秘密”被拒法律代理。
7月8日,美国笔会、加拿大笔会和独立中文笔会发表了一份报告:《未守承诺:关于中国言论自由的奥运年报告》。该报告认为,根据国际社会全面考察,去年以来中国的言论自由状况显著恶化。依照该报告,不但狱中作家比7个月前更多,作家的人身自由和言论及出版能力也受到更为严格的限制。《未守承诺》提醒中国政府实践其诺言,通过释放所有中国系狱作家和放松言论管制改善其人权记录,并呼吁所有参加奥运会的国家敦促中国对其承诺负起责任。
